There is no doubt that Governor Hennessy must be unacquainted with the domestic life of the Chinese and their objectionable habits, as he has not made house-to-house inspections as I have done. His Excellency apparently receives his information through the channel of his Chinese Secretary, a German Evangelical Ex-missionary, who, having no acquaintance with sanitary technicalities, must necessarily be incompetent to replace the Colonial Surgeon and the Surveyor General in the Governor's counsels.
The foregoing statements are not overcoloured, they are based on a personal knowledge of facts, and in committing these notes to paper, the writer is animated by no other motive than to save the troops and his countrymen at Hong Kong from impending danger, which must increase under the continued questionable policy of introducing Chinese sanitary ideas into an English Colony. This policy is indeed more than questionable. Viewed by the light of Western medical science, it is inadmissible, inasmuch as it is only able to indulge the natives in comparative freedom of action by the removal of those wise restraints to which all European communities cheerfully submit in the interests of the public health.
